Articles:
- H.Con.Res.152 (September 2016) On Sept. 9, Rep. Jeff Fortenberry introduced a bipartisan Congressional resolution that supports the establishment of a safe haven province for persecuted religious minorities in the Nineveh Plain region of Iraq. Drafted in collaboration between The Philos Project, In Defense of Christians and the Institute for Global Engagement, H.Con.Res 152 is a response to declarations by Congress and the State Department last March that ISIL is responsible for genocide against religious minority groups in areas under its control.
- After ISIS: A Plan for Protecting Iraq’s Minority Communities (September 2016) Written collectively by IGE, IDC and the Philos Project, this piece argues for the creation of a Nineveh Plain Province, within Iraq, for Christians and other ethno- and/or religious minorities in Iraq—per Middle Eastern values and the January 2014 intent of the Iraqi Parliament—that would also be consistent with American values, and interests.
- The humanitarian system is not working – so how can we fix it? (May 2016) The World Economic Forum asked IGE's Chris Seiple to write a piece on the international humanitarian system, given his 20 year-old book on humanitarian interventions, and our experience over the last 18 months working with 13 partners in 5 countries—to help rescue, restore, and return those persecuted by ISIS—impacting over 125,000 people.

- Religion and Responsible American Engagement of the Middle East (April 2016) In this article for the summer 2016 issue of The Review of Faith & International Affairs, Chris Seiple notes that much of today’s political discussion of the crises in the Middle East focuses on tactics but not strategy. To make any lasting progress the next administration will need a broader vision for the region, and a strategy that explicitly and implicitly affirms and builds capacity for people to live with their deepest political and theological differences. Some of the major steps the next administration should pursue include convening summits to reconsider borders in the region, creating a safe haven on the Nineveh Plain, and fostering a Sunni-led and Sunni-funded (with international support) “Marshall Plan” for the region.

It is a sensitive topic at many levels. Anyone—Christian, Yazidi, or Muslim—who has experienced the unspeakable at the hands of ISIS should have an opportunity to emigrate, if it is available. But there are serious questions about the reality of such an option and other factors. Meanwhile, there are other more practical options for keeping Christians and others in the Levant.
