Dashi Blessing Seng Htoi Lu holds an LL.M. from Indiana University Maurer School of Law, where her thesis examined executive design and institutional development in post-conflict constitutional contexts, with a particular focus on Kachin. Originally from a conflict-affected region in Kachin, Myanmar, she is deeply committed to driving positive change by empowering and inspiring transformation among Kachin youth through education, advocacy, and leadership development, with the hope of fostering unity and participation in the broader nation-building process.
Blessing currently serves as the primary liaison between IGE and a local ethnic community partner organization, where she also works as Legal Advocacy Researcher and Administrative Coordinator. In this dual role, she helps advance religious freedom through policy and legal reform initiatives that engage regional governments, faith leaders, and community actors in emerging governance areas across Myanmar.
Drawing on her background in law and extensive experience in non-profit leadership, church volunteerism, and diaspora community engagement, Blessing integrates her professional and personal commitments to promote youth empowerment, education, and advocacy for Kachin and other minority communities. Based in the United States, she continues these efforts through the organization’s platform—mobilizing resources for internally displaced persons (IDPs) in the Kachin region and supporting community-driven initiatives that strengthen ethnic and religious minorities both in Myanmar and the diaspora.
